Dr Gary Walker is a globally recognized executive advisor specializing in the strategic delivery of major infrastructure and high-speed rail programs. With over five decades of experience in infrastructure delivery, including more than 25 years dedicated specifically to high-speed rail, Dr Walker has operated at Board, Chief Executive, Managing Director, and Executive Program Director levels across some of the most complex transportation programs globally.

His expertise is focused on integrating governance, commercial strategy, and delivery execution into a unified program framework. This capability is particularly critical in high-speed rail programs, where infrastructure, systems, and operations must function as a single integrated system.

As one of only three PhD-level specialists globally in the HSR strategic delivery, Dr Walker is the architect of the Strategic Delivery Advisor (SDA) credential. He brings this MPG Gold Standard “Level 3” expertise assessment to all strategic advisory tasks to ensure they meet international benchmarks for infrastructure delivery.
